On Sunday the Centre withdrew its order of President’s rule in the Jammu and Kashmir allowing the formation of a new government in the region. The Union Home Ministry put out an official notification.
The notification, sealed by President Droupadi Murmu, attributed that the order of 31st October, 2019 regarding Jammu & Kashmir will be removed a bit earlier to the introduction of the new chief minister under Jammu & Kashmir Reorganization Act, 2019.

President’s rule has prevailed since October 31, 2019, owing to the bifurcation of the structure of Jammu and Kashmir into two union territories of Jammu and Kashmir, and Ladakh. This revamping was part of a reorganization bill known as, Jammu and Kashmir Reorganisation Act which was passed on August 5, 2019, when Article 370, which gave special status to the erstwhile state was abrogated.
Before the re-organization, Jammu and Kashmir was under Central rule since June 2017 after Chief Minister, Mehbooba Mufti resigned when BJP pulled out its support from PDP headed government.
